It is usually said by someone who has not had a shipment stopped, a customer refuse delivery or a courier ask for money that nobody expected to pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u20ac150 threshold is viewed as a clean dividing line. Below it, life is easy. Above it, things get complicated. Unfortunately, this mental model is wrong in <em>just<\/em> enough ways to cause problems at scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let&#8217;s dispel this &#8216;myth&#8217; with an accurate and (hopefully) useful explanation  &#8211; not theory or marketing. Just how the threshold actually behaves in the real world of cross-border eCommerce.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the \u20ac150 threshold is supposed to do<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At a policy level, the \u20ac150 threshold exists to reduce friction on <strong>low-value imports into the EU<\/strong>. If a consignment qualifies for IOSS:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>VAT is collected at checkout<\/li>\n\n\n\n<li>Customs duties do not apply<\/li>\n\n\n\n<li>The parcel should clear customs without the buyer being asked for additional payment<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This is the intent: reduce friction, improve predictability &amp; keep low-value purchases moving. None of that is controversial. Merchants price for customers. Customs values for regulators. These two worlds are not aligned.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Currency: the silent breaker of assumptions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Most eCommerce systems use:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Live FX rates<\/li>\n\n\n\n<li>PSP or card network conversions<\/li>\n\n\n\n<li>Daily or even intraday pricing logic<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Customs does not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EU customs authorities publish <strong>monthly exchange rates<\/strong> that remain fixed for the entire period. These rates are authoritative for customs valuation and deliberately insulated from market volatility. The consequence is uncomfortable but unavoidable:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A basket that appears to be \u20ac149.50 at checkout may be \u20ac150.20 for customs purposes.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">So what&#8230;? Well, it means that your basket is no longer eligible for streamlined IOSS treatment &#8211; but you will probably never know that because your order records show it as \u20ac149.50.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nothing about the product changed. Nothing about the customer changed. Only the valuation framework changed: FX rates at checkout are different than FX rates published as much as a month ago and used by customs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the system evaluating IOSS eligibility does not use the official customs FX rate, the result is not \u201capproximately correct\u201d. It is simply wrong.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Tax removal before tax addition (yes, both happen)<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Another common error is assuming the threshold test is performed on a price that already includes source-country taxes. It isn&#8217;t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where product prices include tax from the origin country, that tax must be removed before the intrinsic value is calculated. Only then is destination-country VAT applied for the purposes of calculating DDP (aka Fully Landed Cost). Note: Destination-country VAT is calculated separately for DDP (Fully Landed Cost) purposes and is not part of the intrinsic value test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This matters because:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>VAT rates differ by product<\/li>\n\n\n\n<li>VAT rates differ by country<\/li>\n\n\n\n<li>Mixed baskets compound the effect<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Shipping: excluded, except when it isn\u2019t<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The formal definition of intrinsic value excludes shipping <em>when it is separately stated<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That sounds simple until you encounter:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Free shipping models<\/li>\n\n\n\n<li>Bundled pricing<\/li>\n\n\n\n<li>Promotions where shipping is partially absorbed<\/li>\n\n\n\n<li>Platforms that do not break shipping out cleanly<\/li>\n\n\n\n<li>Mixed baskets where some products have shipping included in the price and others don&#8217;t<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At that point, the question becomes not \u201cis shipping excluded?\u201d but \u201ccan shipping be <em>cleanly <\/em>excluded?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If it cannot, customs authorities may treat part of that value as belonging to the goods themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is one of those areas where \u201cprobably OK\u201d turns into \u201cheld at the border\u201d.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">The threshold is per consignment, not per product<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Another persistent misconception is that multiple low-value items remain low-value when shipped together. They don&#8217;t. The \u20ac150 test applies to the <strong>entire consignment<\/strong>, not individual SKUs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two \u20ac80 items shipped together are not two IOSS-eligible products. They are one non-IOSS-eligible consignment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This sounds obvious when stated plainly. It is surprisingly easy to miss when orders are built dynamically, split across fulfilment locations, or merged downstream by carriers.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Why \u201cclose enough\u201d fails disproportionately<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Many merchants adopt a pragmatic approach:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assume eligibility below a comfortable buffer<\/li>\n\n\n\n<li>Pad pricing slightly<\/li>\n\n\n\n<li>Rely on carriers to resolve edge cases<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This works until volume increases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The failure mode of IOSS misclassification is asymmetric:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ten correct orders go unnoticed<\/li>\n\n\n\n<li>One incorrect order causes a visible delivery problem<\/li>\n\n\n\n<li>The customer only remembers the failure<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This is why merchants often believe they \u201cmostly get it right\u201d until the day they don\u2019t and the cost lands all at once. In reality, merchants might not even know it&#8217;s a problem &#8211; the customer simply doesn&#8217;t buy again<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">The real cost of getting the threshold wrong<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When an order is incorrectly treated as IOSS-eligible:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Customs duties may suddenly apply<\/li>\n\n\n\n<li>VAT may be recalculated at import<\/li>\n\n\n\n<li>Carriers add handling fees<\/li>\n\n\n\n<li>Customers are asked to pay at the door<\/li>\n\n\n\n<li>Deliveries are refused<\/li>\n\n\n\n<li>Returns become complex or impossible<\/li>\n\n\n\n<li>VAT reporting no longer matches reality<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">None of this shows up in conversion metrics. It shows up in support tickets, negative reviews, and quietly eroded trust.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Why merchants should not try to \u201cmanage\u201d the threshold<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The \u20ac150 threshold is not a pricing decision.<br>It is not a marketing lever.<br>It is not a UX choice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is a regulatory classification that must be evaluated using rules most checkout systems were never designed to handle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trying to manually align:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Live checkout FX<\/li>\n\n\n\n<li>Fixed customs FX<\/li>\n\n\n\n<li>Destination VAT rates<\/li>\n\n\n\n<li>Mixed baskets<\/li>\n\n\n\n<li>Shipping allocation<\/li>\n\n\n\n<li>Consignment logic<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u2026is not a matter of effort. It is a matter of architecture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why spreadsheets, plugins and carrier calculators inevitably diverge.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">The only workable model: separation with mediation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The practical solution is not to force checkout pricing to behave like customs valuation, or vice versa. Each serves a different purpose. The workable model is to allow both to operate as intended and introduce a system that can:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Perform the correct intrinsic value test internally<\/li>\n\n\n\n<li>Using the correct customs valuation and FX logic<\/li>\n\n\n\n<li>In real time<\/li>\n\n\n\n<li>Before the customer ever sees a final price<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At that point, the outcome is binary and defensible:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Either the consignment qualifies for IOSS<\/li>\n\n\n\n<li>Or it does not and must follow a different path<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">There is no ambiguity and no post-delivery correction.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">What \u201cexplained properly\u201d really means<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The \u20ac150 IOSS threshold is not complicated because regulators enjoy complexity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is complicated because it sits at the intersection of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tax law<\/li>\n\n\n\n<li>Customs valuation<\/li>\n\n\n\n<li>Currency policy<\/li>\n\n\n\n<li>eCommerce pricing behaviour<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Treat it as a number and it will betray you. Treat it as a process and it becomes predictable. That predictability is the real prize. When merchants can trust that every order has been classified correctly <em>before<\/em> it ships, the downstream chain stabilises. Fewer delays. Fewer refusals. Fewer arguments at the door.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The threshold itself does not become simpler &#8211; but the business impact does. That is the difference between <span style=\"text-decoration: underline;\">knowing<\/span> about the \u20ac150 limit and actually <span style=\"text-decoration: underline;\">understanding<\/span> it.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cI had one shipping fee.
